Required:

Position requires greater degree of knowledge of default management procedures and practices. Responsible for the resolution of complex, high-risk delinquent loans, and foreclosures. Emphasis on loss mitigation.

Major Responsibilities:
Reviews payment lists, maintains departmental files and prepares paperwork on debits, credits and other payments.
Contact credit bureaus for customer reports, checks customer references, updates addresses and gathers additional information as necessary.
Contact customers regarding delinquent accounts, verification of repair work before releasing insurance check, and lost checks and payments.
Ensures payments are properly credited or applied to customer accounts and in financial institution records or returns payments if foreclosure has been initiated or payments are unacceptable.
Prepares written reports on the kind and status of delinquent account and collection activities undertaken by the financial institution, and rates the accounts according to the financial institution's procedures.

Reporting to the Compliance Manager, the Quality Assurance Specialist II is responsible for performing monthly quality assurance reviews of loan files in the Commercial Mortgage Operations (CMO) department to ensure adherence to department procedures and Bankwide policy; reviewing BSA customer due diligence documentation; preparing reports detailing results of quality assurance reviews; and assisting the Quality Assurance Supervisor as needed.

Major Responsibilities:
Review the department's loan files on at least a monthly basis for adherence to department procedures and Bankwide policy. Assist with the development of monitoring reports and other tools to track adherence to department procedures relative to applicable regulations. Prepare written reports of quality assurance review findings including root cause analysis. Assist in the development of and/or enhancement to department desktop procedures. Assist with training of new department employees and on-going periodic training of existing staff. Keep up-to-date with government regulations, read and analyze trade journals and legal documents.
Review completed Bank Secrecy Act (BSA) customer due diligence for completeness and accuracy.
Assist with special projects and assignments. 

Perform other duties as assigned.


Minimum three years experience in Commercial Real Estate Lending.
Knowledge of Federal regulations (especially BSA/AML, ECOA, CRA and FCRA).

* Monitor &amp; report on the Bank's processes to control enterprise wide risk management practices.

Job Summary:
Develop new and existing business and consumer banking relationships by proactively soliciting new business from prospective clients and by contacting present clients to retain and expand banking relationships, to meet or exceed assigned monthly goals.

Review completed KYC Profiles for completeness and accuracy. Sign-off as KYC Reviewer on KYC Profile and as KYC Approver on Loan Approval Presentation document. Review all non-funded loans for compliance to the Equal Credit Opportunity Act (ECOA). Sign denial letters sent to applicants. Ensure loan file documentation is complete and accurate. Perform a 10% audit of funded files on a monthly basis for compliance to the Home Mortgage Disclosure Act (HMDA) and the Community Reinvestment Act (CRA). Review monitoring reports from the LOI system to ensure loan applications are processed within regulatory timeframes and authorizations are obtained from applicants prior to pulling credit reports. Provide monthly reports of errors and compliance issues noted to the REI Compliance Coordinator.

Serve as the Department's Internal Audit liaison. Compile audit issue responses from applicable individuals and track completion. Supervise day to day operation, ensuring that department work product meets Union Bank standards; provide guidance to personnel as necessary. Monitor individual employee work production and error rate. Work with the REI Compliance Coordinator to maintain the department's compliance policies and procedures, communicate new and changed procedures to staff and provide training when necessary.

Assists the department in reviewing its loan portfolio by compiling and reviewing operating statements, rent rolls, credit information and comparable property evaluations. The analyst will accomplish this through interaction with staff members and borrowers in order to get information necessary to update IAR loan and system files. The IAR analyst I will also be called upon to enter information in order to update the IAR database, and assist in the preparation and distribution of reports related to the IAR function.

Major Responsibilities
Assemble and organize documentation for IAR files and a variety of other documents and reports.

Perform individual loan reviews by analyzing and assessing information from operating statements, rent rolls, property inspections, tax rolls and credit reports to ascertain quality of loan and assign risk grade.

Be proactive in obtaining borrower financial information requested by the Bank by initiating correspondence, telephone calls and conversations with borrowers as required.

Report to IAR supervisor any findings which may have an adverse affect on loan collateral or a borrower?s ability to repay the loan. 

Assist with preparation of compliance materials.

Perform other asset quality related duties as necessary and defined by IAR supervisor.


High School Diploma or equivalent preferred. College coursework in accounting, finance, economics, business or related job experience is desired.

Working knowledge of computer programs: Microsoft Word and Excel.

Attention to detail and a high degree of accuracy in performance of job duties

Able to handle diversified workload with changing priorities.

The ideal candidate will be a corporate Auditor with experience auditing highly visible projects for an organziation. Candidate will understand audit practices, as well as project management methodology. 


* Union Bank's Independent Risk Monitoring Group (IRMG) - Audit is seeking a candidate with experience leading and performing risk assessments, project audits, and evaluations of related program/project management office and governance activities. 
* Professionals in this role will work closely with other members of IRMG's Project Assessment Team, operational and technology auditors, and various risk management functions to plan and perform a program of independent project audits across the Bank. 
* Success in this role requires experience applying and evaluating fundamental project/program management disciplines, such as work breakdown structures, risk assessment and mitigation techniques, knowledge of project governance frameworks and principles, and the ability to establish clear linkages between project-related risks and operational or business impacts.     



* 5 to 7 years of progressive project management, project office, or project or SDLC auditing experience
* Proven experience evaluating or applying best practice principles and tools on complex, high-profile projects

* Must possess critical-thinking, analytical, and problem solving skills; must be professionally skeptical, un-intimidated by ambiguous situations, and be able to pay attention to detail

Job Summary:
Evaluate and analyze residential loan packages submitted for approval to Union Bank and possible sale in the Secondary Market. Determine borrowers' credit worthiness and acceptability of properties offered as security in real estate loan transactions.

Major Responsibilities:
50% - Evaluate and underwrite complex, high risk loan applications. Analyze possible loans for the Secondary Market sale; ensure the loans meet the Secondary Market requirements.
15% - Review loan approval conditions prior to funding of loans.
5% - Analyze requests for exceptions to Bank policy and determine acceptability to the Bank's risk requirements.
15% - Communicate with residential lending sales and operations staff regarding loan decisions, conditions, scenarios, and underwriting guidelines.
10% - Provide training and work direction to lower level Underwriters.
5% - May require supervision of staff during the manager's absence. Perform other duties as assigned.

Under the direction of the Internal Asset Review (IAR) Supervisor, assist in analyzing operating statements and rent rolls in order to review the Bank?s loan portfolio for accuracy, quality and regulatory compliance; assist in preparing a variety of reports related the IAR function; enter a variety of information to update the IAR database, interact with staff members and borrowers in order to get information necessary to update IAR loan files. Under the supervision of the Underwriting Manager, reviews and evaluates credit packages  and provides an evaluation of risks on loan requests for secured multi-family and smaller commercial income property loans.

Major Responsibilities
All duties performed under the supervision of the Underwriting Manager or a senior commercial underwriter. Loan size will typically be $600,000 or less and be non-complex with regards to loan structure, property type and borrower financial status:

Review, analysis and risk grading of smaller loan packages on loan requests submitted by loan officers.

Review, analysis and risk assessment of physical characteristics of selected commercial property types, generally residential income projects (multi-family buildings and mobile-home parks), based on information provided and, as deemed necessary, on physical inspection of the property and neighborhood.

Review, analysis and risk assessment of property operating statements for various types of properties under Underwriting Manager?s supervision.

Review, analysis and risk assessment of personal and business entity financial statements, credit reports and supporting data for most non-complex borrowing entities under Underwriting Manager?s supervision.

Review, analysis and risk assessment of management experience.

Provide concise summaries of risk factors in each of the aforementioned areas.

Under Underwriting Manager?s supervision, review appraisals, environmental reports and property condition inspection reports to identify other risk factors for most property types.

Identify and specify loan funding/closing requirements/conditions necessary to limit risk to the association and ensure compliance with loan policies and procedures.

Assist in Internal Asset Review activities.

Perform all of the above duties and other duties as assigned.



Associate's degree or higher in business, finance or real estate preferred. Some previous underwriting related experience preferred.

One or more years of relevant experience in commercial and income property related real estate, appraisal, finance, credit, title, escrow, internal asset review, or lending.

Good knowledge of apartments and mobile home parks. Additional knowledge relating to office, retail, industrial, and specialty commercial properties would be desirable.

General knowledge of real estate markets within Bank's Lending areas.

Ability to evaluate most basic personal and business financial statements and tax returns (work generally performed under supervision of Underwriting Manager).

Ability to evaluate credit.

Competent in MS Excel

Strong oral and written communication skills.
