Job Summary:

Reporting to an AML Operations Team Leader of the Financial Intelligence Unit (FIU) in Special Risk Client Unit (SRC). 

Research and evaluate AML alerts, research and write case investigations, conduct quality assurance activities and/or conduct ongoing monitoring of Union Bank clients. Third party, UB automated and manual systems are utilized for these tasks to ensure any possible suspicious activity is identified and the necessary actions are taken to ensure Union Bank performs it duties related to the Bank Secrecy Act (BSA). 

The grade 44 must meet the basic requirements for Grade 43 position. Additionally, this position may include a review activity of nominal, low, or moderate BSA/AML risk clients (CRR rated CRR 3, 4 or 5) to determine if activity is usual or warrants further review and/or the completion of comprehensive investigations of the alerted activities. Reviews will include increasingly complex personal and business client relationships, wire activity and watch list matches. Additionally may complete quality assurance tasks related to filing of Suspicious Activity Reports (SAR) and other relevant documentation related to non-filing decisions.

Grade 44 position is typically expected to work on fewer concurrent alerts and/or cases of less complexity that the Grade 45 position, but a greater number of concurrent alerts and/or cases and higher complexity than a Grade 43 position.

Ensure alert and case determinations are appropriate, fully supported and documented.

Major Responsibilities:
* 20% Research and evaluate nominal, low, and/or moderate AML risk transaction activity alerts for all areas, such as wires, cash structuring, and automated system alerts, and determine if investigative referral is recommended. Complete alerts and monitoring assignments within documented timeframes and in accordance with quality standards for completion and documentation.
* 30% Conduct AML investigations to determine whether to file a suspicious activity report (SAR) within reasonable timeframes and in accordance with FIU policy and procedures, requiring only minor corrections from supervisory reviews. In drafting investigative reports, all data elements and narratives are complete, accurate, and comply with interagency guidance and internal standards.
* 30% Perform quality control duties on AML No SAR investigations to determine if case files have been completed in accordance with FIU policy and procedures.
* 10% Assist managers in Monitoring and Referral or Special Risk Client Unit with basic duties including alert assignment, alert review, and staff training.
* 10% Other duties as assigned.


* Proficient with various third party data providers, internet resources, bank applications and automated systems used to monitor transaction activity, such as deposits, wires, cash, and monetary instrument sales, and Know Your Client (KYC) profiles, to conduct and complete their research and analysis of the alerted activity. Additionally, will have a general understanding of UB products and services and how they may be exploited for suspicious activities. 
* Excellent communication skills, both written and oral, excellent analytical and organizational abilities, have proficiency in the use of personal computer applications, including but not limited to the use of the internet resources, commonly utilized business software in a Windows Operating System (OS) environment and knowledge of BSA/AML laws and regulations relative to various white-collar crime, general fraud, money laundering and terrorist financing typologies.
* Typically will possess a Bachelors Degree in Criminal Justice, Business or related discipline, with a minimum of 4 years of investigative or related experience with specific emphasis on AML, BSA and/or fraud prevention at a financial institution, regulatory agency or law enforcement agency.
* Expected to attend and complete Bank-sponsored job-related training.
* Advanced degrees (MA, MS, MBA, JD), CPA certification, and CAMS or CFE certification are favorably considered.

Responsible for the review of cash transactions for the purpose of Currency Transaction Report (CTR) filing, to ensure compliance with Bank Secrecy Act laws and regulations. In conjunction with the IT group, responsible for the timely CTR tape transmission to the IRS. Responsible for completing any other assigned activities relative to CTR Exemptions, CTR back filing and CTR amendments.

Major Responsibilities:
Review Cash Reports and file CTRs 65%
* Review cash reports generated by the Large Currency Reporting System (LCRS) and other bank systems to determine if a CTR is required. Must be able to prioritize multiple tasks to meet strict regulatory deadlines.
* Cash reports include but not limited to the following: cash transactions reports, foreign currency reports, cash vault adjustment reports, Cash and Save branch reports.
* Must have the ability to understand bank transactions and independently decide if a cash transaction requires a CTR. 
* Must be detailed-oriented and summarize transactions clear and concisely. Amend and back file CTRs as needed.
Complete CTR Exemption Reviews 25%
* Complete due diligence on cash intensive businesses for consideration for exemption from CTR filing. 
* Follow a template narrative and checklist to ensure client meets the exemption criteria
Subject Matter Expertise 10%
* Provide assistance to branch, cash vault, FIU, and other CTR specialists with any questions regarding cash and CTRs.  
* Detect and escalate to management any unusual transactions that may violate BSA/AML policies. 
* Respond to any exceptions from the submission tape. 
* Provide the CTR Manager with any research related to CTRs.
* Minimum of 2 years Bank Operations experience required.
* Must have the ability to operate a PC and use multiple bank research tools. 
* Must have the ability to work independently and in a team environment.

RECORDS INFORMAT MGT VICE PRESIDENT

This role is responsible for managing theRecords Information Management Organization ("RIM") bank wide. Creates and implements the strategic initiative for enterprise wide electronic records. Builds, maintains and ensures the compliance with policy and procedures surrounding the new RIM Program for both paper/hard copy and electronic records. This includes the development of policies, procedures and training associated with the RIM Program.  Responsible for a strategic role in an inter-departmental RIM Team and to assist members of the Legal and IT Departments with responding to litigation and/or regulatory inquiries.

Develop, implement and manage a new enterprise-wide RIM Program for active/inactive records of all media types. Responsible for leading the strategic development of the Bank's move to the electronic records. Directs and drives both long and short time project plans and processes.. Works across functional business lines to ensure objectives are met. Communicates and champions the change vision associated with key initiatives. 

Improve processes and procedures to identify, maintain and preserve information as required by law, regulation and business process. Develop and lead a cross functional records management committee to address RIM information as required. Oversee training programs designed to educate active employees and new hires on records policies/procedures. Advocate the importance of compliance with the RIM Program at all levels within the organization. Create and maintain internal website documentation for RIM Program.
Update records retention policies/procedures/schedules and measure compliance with the RIM Program.

Manage vendor relationships to ensure compliance with all policies. Collaborate with IT to evaluate and recommend technical solutions that will drive RIM Program forward. 

Assist Legal Department with execution of Legal Hold directives, document preservation notices and related discovery functions, including process design for collection of responsive documents.

Manage and train a matrix of Records Coordinators located within each function and or business unit.
Develop and lead other special projects relating to records management (e.g., Budget, Annual Clean Up Days, etc.).

Identify, evaluate and select from among current, competing technologies to craft a single RIM workflow consistent with needs of RIM, BTS, HR, Legal Division, Risk Management and business units.

Evaluate technologies and implement strategies to address new sources of data, including social media.

Paper/Hardcopy Records:
Develop and manage policies/procedures for the operation of on-site/off-site storage facilities and day-to-day management of physical records. Create and maintain indexes for all physical records (all media types), whether stored on-site or off-site. Coordinate the secure movement of physical records between bank locations and off-site storage locations and retrieval for legal process and litigation as necessary. Manage vendor relationships (e.g., Iron Mountain) to ensure compliance with all policies.

Electronic Records- In relationship with BT&amp;S, lead joint efforts to:
Develop and maintain file plans for unstructured data and semi-structured data archives. 
Develop and manage RIM policies/procedures for the operation of internally and externally hosted systems. Coordinate the secure movement of electronic records/information between virtual environments, whether internally or externally hosted.
